This is to certify that XXXXXXXXXX and XXXXXXXXXX are registered at the XXXXXXXXX Post Office as the holders of a Post Office 7 Year National Savings Certificate, issued in accordance with the terms of the Notification specified on the reverse, and subject to the Application and Declaration of the Purchasers which shall be the basis of this Contract. The Government of India undertake to pay EITHER of them, or to the survivor of them, or the legal representatives of the survivor in the case of death of both of them, on presentation of this Certificate at the aforesaid Post Office on or after the XXXXXXXXX Rs. India's National Savings Certificates were instruments of the post-independence mobilization of domestic capital — the government needed to fund reconstruction and development without foreign borrowing, and the post office network, reaching far deeper into rural India than any commercial bank, became the distribution backbone. The 1948 series was among the earliest issued under the new Republic's own authority rather than the colonial administration.

These certificates circulated through post offices and were redeemed at maturity rather than used as transactional currency, which means surviving examples tend to be either cancelled or unusually clean — the middle ground of honest wear is rare.
