P#39 ran for over two decades with only minor modifications — an unusually long lifespan for a circulating note of this denomination, and a direct reflection of the low pace of reform at the Pakistan Security Printing Corporation during the 1980s and 1990s. The 10-rupee note occupied a heavily used position in everyday transactions, and surviving examples in anything above well-worn condition are not especially common for the earlier dated issues.

The single watermark security feature places this squarely in a pre-modern security regime — PSPC did not introduce more sophisticated elements to lower denominations until well into the 2000s.
