The Kazan Leather Trust was one of dozens of industrial enterprises that issued surrogate currency during the early NEP period, when the Soviet state had effectively lost control of its own monetary system. Hyperinflation had rendered sovznaki worthless for practical wage payments, and trusts were legally permitted — briefly — to issue commodity-backed vouchers to pay workers. These circulated internally, redeemable against goods at trust-run stores rather than on the open market.
Industrial scrip of this type was explicitly prohibited by 1923 as the chervonets stabilization took hold. Most surviving examples come from institutional archives rather than circulation.
