Obverse description The national coat of arms of the Republic of Belarus occupies the central field, depicting a green outlined map of Belarus superimposed on rays of the rising sun, flanked by wreaths of wheat, clover, and flax tied with a ribbon in the colors of the national flag, and surmounted by a five-pointed star. The coat of arms itself bears a small shield inscribed РЭСПУБЛIКА БЕЛАРУСЬ. The legend РЭСПУБЛIКА БЕЛАРУСЬ arcs along the upper periphery, while the denomination 10 РУБЛЁЎ and date 2009 appear in the lower field, flanked by decorative ornamental borders. The fineness designation Ag 925 is inscribed to the lower left of the arms.

Issued to mark the tenth anniversary of the Union State treaty signed by Belarus and Russia in December 1999, this coin commemorates one of post-Soviet integration's more ambiguous political projects. The Union State created joint institutions — a Supreme State Council, a Parliament, a Council of Ministers — none of which ever acquired meaningful independent authority. A decade on, the union existed largely on paper, its deeper integration provisions quietly shelved as Lukashenko and the Kremlin repeatedly failed to agree on terms that satisfied both sides.
