The Transcaspian Provisional Government was a short-lived anti-Bolshevik administration that controlled the region around Ashkhabad between 1918 and 1920, initially with British military backing from Mesopotamia. Its currency-issuing activity was improvised and chaotic — the Askhabad branch of the People's Bank was operating in genuinely contested territory, with Bolshevik forces pressing from the north and east throughout 1919.
Notes of this series are notoriously variable in printing quality, reflecting the limited facilities available. The regime collapsed in February 1920 when Red Army forces took Ashkhabad, after which remaining stocks were almost certainly destroyed or abandoned.
