The Sakhalin Regional People's Revolutionary Committee issued this note during the brief but chaotic period of Soviet consolidation on the island, when Japanese forces still occupied the southern half and Bolshevik authority in the north was more declarative than operational. Local emergency currencies of this type were printed with whatever materials were available — quality control was not a priority.
P#S1279 sits in one of the thinner categories of Russian Civil War provisional issues, with confirmed surviving examples genuinely scarce. The issuing body itself dissolved within a few years as administrative structures on the island were absorbed into the Soviet Far Eastern framework.
