During the Russian Civil War, dozens of regional and municipal authorities issued their own currency as central banking infrastructure collapsed. The Rostov-on-Don branch was operating under increasingly precarious conditions — the city changed hands between Bolshevik and White forces multiple times between 1917 and 1920, meaning notes issued here in 1918 could have circulated under entirely different political regimes within months of printing.

The Pick S-prefix designation places this firmly in the South Russia regional issues, a sprawling and often poorly documented family of emergency money. Survival rates vary sharply depending on which printing and which date; some Rostov branch issues are genuinely scarce, others less so.
