Dagestan's inclusion in the Russian Federation's ongoing "Regions of the Russian Federation" bimetallic series came alongside sustained federal pressure to stabilize the republic following years of insurgent violence spilling over from neighboring Chechnya. Moscow had poured substantial reconstruction funds into Dagestan through the 2000s, and the commemorative issue functions in part as an assertion of administrative normalcy.
