Vneshtorgbank's military trade cheques were a parallel currency system designed to let Soviet military and civilian personnel stationed abroad spend their foreign-currency earnings domestically without ever holding hard currency themselves. Earnings were converted into these cheques, which could only be redeemed at Voenторг stores — military trading outlets selling imported and otherwise unavailable consumer goods. The system kept foreign exchange firmly inside state hands.

The 1976 series replaced an earlier issue and introduced a stricter serial numbering format intended to limit counterfeiting and unauthorized duplication within the closed distribution network. These were never legal tender in any conventional sense.
