Kovrov, a city in Vladimir Oblast, was designated a "City of Military Glory" by presidential decree in 2011 — the honor recognizing its role as the Soviet Union's primary small arms manufacturing center, home to the design bureaus of Degtyaryov and Shpagin. This bimetallic series, which rotated through dozens of Russian cities carrying the distinction, was struck at the Moscow Mint on brass-plated steel blanks introduced to deter the coin-blank export fraud that had plagued the earlier cupronickel issues.
