Obverse description The copper-nickel centre bears the large numeral '10' with horizontal line engraving in the field, beneath which the denomination legend РУБЛЕЙ is inscribed. Two decorative foliate sprigs flank the lower portion of the central design, with the mint mark 'М' to the lower left and the engraver's initials below centre. The brass outer ring carries the issuer legend БАНК РОССIИ arching across the upper periphery and the date 2005 along the lower periphery.

Kaliningrad's inclusion in Russia's ongoing bimetallic regions series carries more political weight than most entries in that program. The exclave — physically separated from Russia proper by Lithuania and Belarus — was the Prussian city of Königsberg until Soviet forces captured it in April 1945 and Stalin annexed it outright rather than returning it to any reconstituted German state. The German population was expelled and the city renamed for Mikhail Kalinin in 1946, weeks after Kalinin's own death.

It remains the only Russian federal subject with no land border with the rest of Russia.
