Vneshposyltorg certificates were the Soviet Union's mechanism for extracting hard currency from its own citizens — a closed-loop system where foreign earnings or remittances could only be spent at Beryozka shops, which stocked imported and otherwise unobtainable goods. The certificates never circulated in any ordinary sense; they moved from envelope to shop counter and nowhere else. Holding them outside that channel was legally precarious.

The FX series underwent a quiet but significant design change in 1966 when a yellow stripe was added to distinguish certificates redeemable at "hard currency" Beryozkas from those backed by socialist-country earnings — the distinction mattered enormously to the shops' inventory allocation. This 10-rouble denomination sits in the upper range of the series and would have represented serious purchasing power within that parallel economy.
