Part of Russia's ongoing "Cities of Labour Glory" bimetallic replacement program, this steel-core issue belongs to a series launched after the 2017 federal law designating municipalities distinguished by wartime industrial output. The Construction Worker type specifically honors cities whose civilian labor forces sustained Soviet war production — a category that expanded significantly as the Kremlin broadened the program's eligibility criteria in the early 2020s.
Brass-plated steel displaced the earlier brass-clad nickel construction after 2017 as production costs rose. Magnetic, and therefore easily sorted from older stock.
