VUTsIK — the All-Ukrainian Central Executive Committee — authorized a range of local economic enterprises to issue their own scrip during the early NEP years, and this 10 Rouble note is a product of that brief, chaotic window. The Administration of Economic Enterprises (хозяйственные предприятия) operated semi-autonomously under the Soviet Ukrainian government structure, issuing notes that functioned more like internal vouchers than true currency — usable within a narrow institutional orbit, not on the open market.
The official stamp serving as the primary security feature is characteristic of Ukrainian Soviet local issues from 1922–1923, where hand-applied stamps substituted for engraved security printing that neither the time nor infrastructure could support.
