The 1887–1892 State Credit Note series marked the culmination of a decade-long effort to restore the ruble to convertibility after the financial damage of the 1877–1878 Russo-Turkish War. Finance Minister Ivan Vyshnegradsky drove a brutal austerity program through the late 1880s — export grain even through domestic shortage — to rebuild the gold reserve that would eventually underpin the formal gold standard introduced by Witte in 1897. These notes circulated through that grinding transition.
Printed at the Expedition for the Procurement of State Papers in St. Petersburg, the series is notable for the tightening of anti-counterfeiting measures introduced after a significant forgery episode in the early 1880s.
