Ras al-Khaimah, the smallest and most economically marginal of the Trucial States, issued a flood of commemorative coins in 1969–1970 almost entirely for the collector market rather than circulation. The emirate had virtually no domestic numismatic infrastructure and relied heavily on foreign minting houses and coin dealers to design, produce, and distribute these issues. The 1970 World Cup series was struck before Ras al-Khaimah formally joined the UAE federation in 1972 — after which this kind of independent issue became impossible.
Mexico hosted the tournament this coin commemorates, the first World Cup held at altitude, where Brazil's third title cemented Pelé's final appearance on that stage.
