Issued to mark the Third Malaysia Plan (1976–1980), a five-year development program that poured federal investment into rural infrastructure, industrialization, and the restructuring of ethnic economic imbalances under the New Economic Policy. The NEP, launched after the racial violence of May 13, 1969, set a target of 30% Bumiputera corporate ownership by 1990 — the Third Plan was the vehicle through which that target gained its most aggressive early push.

Sterling silver commemoratives of this type saw limited secondary circulation and were largely absorbed by collectors at issue. KM#17 is not scarce, but examples with full original luster are less routine than mintage figures suggest.
