Albania's 1964 coinage series was issued under Enver Hoxha's government during a decisive political rupture — the year the country formally broke with the Soviet Union and aligned itself with Maoist China, which then became the primary financier of Albanian industry and infrastructure. The aluminium composition reflects both the austerity of the period and the country's actual metal resources; Albania had significant domestic aluminium production capacity, making the material a practical rather than purely economic choice.
