The International Year of Disabled Persons, designated by the UN for 1981, prompted a wave of commemorative issues from member states — Sudan among them. These programs were often coordinated through the FAO and UN frameworks that Sudan had already engaged with extensively during the 1970s for agricultural and development-themed coinage.
Struck in the same 28.28g sterling specification adopted widely by Commonwealth and associate nations for commemorative issues of this period, the coin saw minimal circulation and was largely sold directly to collectors through Sudan's issuing authority.
