Guernsey's fiscal autonomy from the United Kingdom means it issues its own currency through the States Treasury rather than through a central bank — making the States Treasurer's signature the sole authorizing mark, with no governor or monetary authority co-signing as you'd find on most sterling-area notes. Brown served as Treasurer through much of the 1990s, and his signature appears across several denominations in this run.
