Konstadt — today Wołczyn, in southwestern Poland — was a small Silesian market town whose municipal authority issued this note amid the acute small-change shortage that paralyzed German commercial life in 1919. The collapse of the imperial economy had driven coins out of circulation almost entirely; local Magistrate offices across Germany and Austria filled the gap with Kleingeldersatz of whatever materials were at hand, cardboard being the most common.
The combination of handwritten signature, embossed or struck official seal, and an individually applied control number meant each piece was effectively authenticated by hand — a labor-intensive process that also makes forgery detection straightforward today.
