Zwenkau, a small Saxon town south of Leipzig, issued this note as part of the vast Notgeld wave that swept Germany when the imperial government failed to supply adequate small change during the war years. Municipal and commercial issuers stepped in by the thousands, each printing their own emergency fractions with whatever local means were available.

The 1918 date places this at the acute phase of the shortage, before the postwar Notgeld craze turned such issues into deliberate collector fodder. Earlier wartime municipal pieces were made to be used, not saved.
