Oberhof, a small resort town in the Thuringian Forest, issued notgeld during the chaotic postwar period when small-denomination coinage had effectively vanished from circulation — hoarded, melted, or simply never minted in sufficient quantities to meet demand. Municipalities, businesses, and local authorities across Germany filled the gap themselves. Oberhof's issues from 1919 fall squarely into this first wave of necessity notgeld, before the phenomenon became the collector-driven "serienscheine" craze of 1921–22.

Paper notgeld of this type was typically valid only within the issuing community, redeemable at the local treasury — a restriction that was often ignored in practice.
