Roda — now Rodewisch in Saxony — was among the hundreds of German municipalities that issued Kleingeldersatz (small change substitutes) in 1918 as the wartime metal shortage made coin production increasingly untenable. The Stadtrat authorized these notes through the Saxe-Altenburg administrative apparatus, with printing contracted to Selmar Bayer in Berlin, a firm that handled considerable volume of municipal Notgeld work during this period.
Paper Notgeld at this denomination was essentially token currency — intended to circulate locally and be redeemed once conditions normalized. Many were never redeemed at all.
