Warnemünde's Badeverwaltung — the municipal bathing administration — issued notgeld like this as a practical response to the chronic small-change shortage that plagued Germany from 1919 onward. Resort towns along the Baltic coast had particular incentive to act quickly: summer tourist traffic demanded exact change that the Reichsbank simply could not supply in sufficient quantity. The bathing administration's notes circulated primarily within the resort economy itself, accepted by beach concessions, boat rentals, and local vendors before the stabilization of late 1923 made the entire category redundant.
