Torgau's 1920 notgeld issue came out of the same municipal desperation that produced millions of small-denomination emergency notes across Germany when coin shortages became acute after the war. The Reichsbank could not keep up with demand for small change, so towns and cities simply printed their own. Torgau, an Elbe garrison town with a long Prussian military administrative history, was among hundreds of municipalities that stepped into the gap.
The Lohse and Platz signature pairing identifies specific civic officials responsible for the issue's authorization — a common accountability measure that also helped distinguish legitimate municipal scrip from forgeries.
