Löbau's district authority — the Amtshauptmannschaft — issued this note under the same wartime emergency that produced hundreds of similar Kleingeldersatz pieces across Saxony in 1917. The national shortage of small coin, caused by hoarding and the demands of war metal requisitions, pushed local administrative bodies into issuing their own fractional paper. Most were printed in small regional print shops, often on whatever stock was available, and accepted only within the issuing district.
The Löbau series is not widely documented, and surviving examples tend to show heavy handling — these circulated hard among a working population that had no alternative.
