Heidelberg's municipal government entered the emergency money market in 1917 under the same pressure hitting hundreds of German towns simultaneously: Reichsbank coin had vanished into hoarding and metal requisitions, leaving retailers unable to make change. The Stadtgemeinde's solution was this Osterrieth-printed Kleingeldschein, produced in Frankfurt and distributed locally as a stop-gap the issuing authorities presumably hoped would be temporary.

The watermark security feature is worth noting — many comparable municipal issues from this period dispensed with it entirely, suggesting Heidelberg's administrators were at least nominally concerned about counterfeiting, or simply had a printer with the right stock on hand.
