Cuba's sea ambulance network along the Caribbean and Gulf coasts operated as a public health infrastructure priority through much of the late twentieth century, with the Buenaventura among the vessels tasked with reaching coastal and island communities where road access was impossible. This commemorative was part of a broader Cuban silver program from around 2000 targeting the international collector market — hard currency the state needed badly under the ongoing U.S. embargo and post-Soviet economic contraction.
