The Palacio de los Capitanes Generales in Havana — the building almost certainly depicted here — served as the seat of Spanish colonial government in Cuba for over a century before becoming Havana's city museum in 1967. Cuba issued a sustained run of silver commemoratives through the early 1990s partly as a hard-currency revenue strategy during the Special Period, the severe economic contraction that followed the Soviet Union's collapse in 1991. These coins were never intended for domestic circulation.
