Cuba's hard-currency collector series of the 1990s was a direct product of the "Special Period" — the economic crisis triggered by the Soviet collapse that wiped out roughly 80% of Cuba's import capacity overnight. The Banco Central issued silver commemoratives almost industrially during these years, targeting foreign collectors and tourist dollars as a means of generating convertible currency the domestic economy desperately lacked.

Rumba was recognized by UNESCO as an Intangible Cultural Heritage, though that designation came in 2016 — nearly two decades after this coin was struck.
