Cuba's early 1990s silver program was born directly out of the "Special Period in Time of Peace" — the government's euphemism for the economic freefall that followed the Soviet Union's collapse in 1991, which stripped Cuba of roughly 80% of its import capacity overnight. Hard currency was desperately needed, and proof commemoratives aimed at foreign collectors became a reliable revenue mechanism when little else was functioning.
KM#468 is one of several environmental-themed issues from this period, a topic that carried genuine diplomatic utility for Havana at the time, given Cuba's active participation in the 1992 Rio Earth Summit.
