The Anfictionic Congress of Panama, convened by Simón Bolívar in 1826, was his most ambitious attempt to forge a unified political bloc from the newly independent republics of Spanish America. It largely failed — only four delegations ratified any agreement, the United States sent observers who arrived after the congress had already dissolved, and Bolívar's dream of a confederated hemisphere died with the meeting itself. Cuba's decision to commemorate the 175th anniversary is notable given that Cuba was still a Spanish colony in 1826 and had no representation at Panama whatsoever.
