The Estado Soberano de Bolívar was one of nine sovereign states within Colombia's federalist structure under the 1863 Rionegro Constitution — an arrangement that gave individual states the authority to issue their own currency, a fiscal privilege most exercised with considerable enthusiasm and questionable discipline.
