The Tesorería General de la República Argentina was not a central bank but a national treasury office, and its note-issuing activity in the late 1850s and early 1860s reflected a federal government still scrambling to establish financial authority over provinces that had long operated their own monetary systems. Buenos Aires had only formally rejoined the Confederation in 1859 following the Battle of Cepeda, and treasury notes of this period circulated against a backdrop of unresolved fiscal competition between provincial and national instruments.
