Nepal's participation reflected both the political pressure the FAO exerted on member states to mint these issues and the country's genuine reliance on subsistence agriculture — over 90% of Nepalis worked the land at the time. The program was funded partly through seigniorage, meaning the coins were expected to actually circulate rather than serve as collector pieces.
