The Ora is not legal tender in South Africa — it is a complementary community currency, issued by the Orania Sakekamer (Orania Chamber of Commerce) and accepted only within the Afrikaner enclave of Orania on the Northern Cape bank of the Orange River. Complementary currencies of this type operate under South African law provided they do not claim the status of legal tender, a distinction Orania has been careful to maintain.
The H Series represents the current printed iteration. JDA Beyers signs as Voorsitter — chairman — of the issuing chamber rather than any central banking authority, which is precisely the point.
