The First Zionist Congress convened in Basel in August 1897 after Theodor Herzl's original venue, Munich, fell through — the local Jewish community there actively opposed the gathering, fearing it would inflame antisemitism and jeopardize their standing as German citizens. Basel's Municipal Casino served as the substitute hall. Herzl wrote in his diary that night: "In Basel I founded the Jewish State."
Israel issued commemorative gold consistently through this period to mark Zionist centennials, with the 1997 program covering multiple denominations. The .916 fineness matches the standard used across the Bank of Israel's commemorative gold series from the 1990s.
