Rio Grande do Sul's 1931 state bonds were emergency fiscal instruments, not federal currency — issued under the financial strain that followed the October 1930 revolution that brought Getúlio Vargas to power. Vargas himself had been the state's governor until that coup, and the new federal administration's relationship with Rio Grande do Sul's treasury was politically charged enough that local scrip of this kind filled genuine gaps in regional liquidity.
Lithografia da Livraria do Globo was Porto Alegre's most capable commercial press at the time, not a security printer by trade. That the state turned to it rather than a specialized banknote house tells you something about both the urgency and the improvised nature of this emission.
