Triberg's 1918 emergency issue belongs to the vast wave of German municipal Notgeld produced as the imperial government's metal coinage vanished from circulation during the war. What sets small-town issuers like Triberg apart from the major city emissions is administrative autonomy — the Stadtgemeinde bore full liability, with no Reichsbank backstop, meaning local confidence in the municipal treasury was the only real guarantee.

Poppen & Ortmann were a Freiburg commercial printing house, not a specialist security printer. That distinction mattered less in 1918 than speed and proximity.
