Heydar Aliyev, who ruled Azerbaijan from 1993 until his death in 2003, remains the dominant political figure in the country's post-Soviet identity — his son Ilham has governed since, and the cult of the elder Aliyev has only grown more institutionalized with time. Commemorative issues bearing his image are a routine instrument of that state-sponsored reverence.
