Issued to mark twenty years of Israeli statehood, this coin appeared just months after the Six-Day War had reunified Jerusalem under Israeli control for the first time since antiquity — which is precisely why Jerusalem was chosen as the subject rather than a more generic independence theme. The decision carried obvious political weight and was not accidental timing.

KM#51 was struck in both a circulation-quality and a proof version, with the proof strikes distributed through the state's nascent commemorative coin program, which had been using anniversary issues since the early 1960s to build foreign-exchange revenue.
