The Church of the Pantokrator in Nessebar — a medieval Byzantine-Bulgarian structure dating to the 13th or 14th century — survives as one of the better-preserved examples of the decorative ceramic inlay style distinctive to the Nessebar ecclesiastical building tradition. Nessebar itself was inscribed as a UNESCO World Heritage Site in 1983, and Bulgarian commemorative silver issues of this period frequently drew on that recognition to anchor the series thematically.

KM#252 is part of a broader Bulgarian commemorative program from around 2000 targeting the collector market rather than circulation.
