The International Year of the Child was designated by the United Nations for 1979, the twentieth anniversary of the Declaration of the Rights of the Child. Zambia's commemorative issue appeared in 1980, slightly after the official year — not unusual for countries whose mint arrangements involved subcontracting to overseas facilities, which introduced production lag. Zambia had no domestic mint at the time, with most commemorative silver coinage struck in the UK or elsewhere under contract.
