Iceland's Treasury — not a central bank — was still issuing currency in the 1920s, a consequence of the country's limited financial infrastructure following the establishment of home rule in 1904 and full sovereignty in 1918. The Landsbanki Íslands existed but lacked a full monopoly on note issue at this stage, leaving the Ríkissjóður to fill the gap.

Gerhard Heilmann was a Danish illustrator and ornithologist — his scientific bird studies are arguably better known today than his banknote work. The Copenhagen printing connection was straightforward: Iceland had no domestic printing capacity for currency, and Danish facilities had handled Icelandic notes for decades.
