The K.K. Hauptmünzamt — the Imperial Mint in Vienna — was not a typical note-issuing authority, and its appearance on Austrian emergency paper in 1860 reflects the fiscal strain following the Second Italian War of Independence. Austria's defeat at Solferino in June 1859 had devastated state finances, and the government turned to small-denomination paper Kreuzer notes to relieve a severe shortage of subsidiary coinage being hoarded by an anxious public.
These low-value mint-issued notes were a stopgap. Circulation was heavy and survival rates are low — the format invited rough handling.
