Világítási és Vízmű Rt. — a gas lighting and waterworks company — issued this note during the acute small-change shortage that followed Hungary's post-war dislocation. Municipal utilities and private concessionaires across the country briefly became de facto currency issuers in 1920, filling a gap the National Bank could not. Székesfehérvár, an ancient royal city with a functioning urban infrastructure network, was among the more orderly examples of this phenomenon.
The Adamo MSZK catalogue entry confirms it as a locally produced emergency korona, redeemable against the issuing company's services.
