The Priamur Regional Government was one of several anti-Bolshevik administrations that issued local currency during the Russian Civil War, when central monetary authority had effectively collapsed east of the Urals. These fractional kopek notes filled an acute shortage of small change — a problem that predated the revolution and worsened dramatically after 1917 as coin hoarding became endemic across Siberia and the Russian Far East.
