Arktikugol — the Soviet state coal trust operating the Barentsburg and Pyramiden mining settlements on Svalbard — issued its own scrip currency because the 1920 Svalbard Treaty prohibited Norway from taxing Soviet operations on the archipelago, but also created jurisdictional ambiguity that made ordinary Soviet ruble circulation legally and practically awkward. The trust's notes functioned as a closed-loop company currency: earned in the mines, spent in the company store, never leaving the settlement.

The 1961 series coincides with Khrushchev's currency reform, which redenominated Soviet rubles at 10:1. Arktikugol reissued its scrip accordingly.
