A county-level agricultural input coupon from the late reform period, when China's decollectivization was still working through the logistics of fertilizer distribution. By 1988, the centrally planned allocation system had not yet been fully dismantled — counties like De'an in Jiangxi continued issuing physical stamps to control access to subsidized inputs, preventing hoarding and black-market diversion at a time when nitrogen fertilizer remained a tightly managed commodity.
The official seal functioned as the primary authentication device, pressed directly onto the paper at the issuing authority's office. Coupons from county agricultural bureaus at this level were typically redeemed in a single growing season and destroyed — survival rates are low, particularly for small denominations by weight.
